Astronomers at the national observatory have discovered three new comets in a single month, using a telescope camera built by university students.
None of the comets will come close to Earth, but one may be visible with binoculars in the spring when it passes nearest the Sun.
Analysts said the decision reflects a broader change in priorities, as the country prepares for an ageing population and a changing climate.
A public consultation earlier this year received more than 12,000 responses, most of them in favour of the proposals.
