Four astronauts returned safely to Earth after six months aboard the orbiting research station, landing in calm seas shortly after dawn.
During their mission the crew carried out more than 200 experiments, including tests of plants grown without soil.
Observers said the agreement could serve as a model for other regions, although much will depend on how quickly the promised funding arrives.
Diplomats described the talks as long but constructive. A follow-up meeting is planned for next year to review progress.
