The national unemployment rate fell to 4.6 per cent last month, its lowest level in twelve years, according to figures from the statistics office.
Most new jobs were created in health care, construction and renewable energy. Wages rose by 3.9 per cent over the year, slightly faster than prices.
Economists cautioned that hiring may slow next year as higher interest rates weigh on business investment.
The opposition said it would examine the details carefully, but several of its members signalled support for the main idea during the debate.
Regional governments will receive guidance from the ministry over the coming weeks. Officials said they would review the first results after one year.
